Guide: Definitions →Before you quote a number from here
- The reported figure is an ensemble mean. Several loss terms are multiplicative and right-skewed, so the value you get by putting every central estimate in at once sits about 15% below the mean of the distribution it came from. The platform reports the mean.
- The interval is wide, and that is the finding. Quoting the mean without it overstates the confidence the evidence supports by roughly a factor of three.
- Nothing here is a compliance determination. The 2030 tests are screening tests and the readiness score is a capability assessment. Both say so wherever they appear.
- Tier 1 is not a failure. It is a legitimate screening estimate. The tier chips are one hue at three weights for exactly that reason — they say “more or less evidence”, never “good or bad”.
